A versatile aerial vehicle, capable of interception, assault, transportation, and cover fire. The quadcopter will prove very useful on the battlefield, or above it actually.

The vehicles overall HP would be higher than the dropship, since it is more battle orientated. A rough estimate would be about a 20% HP increase from the dropship. It'll also have a pilot operated turret. This could fire projectiles, such as torpedos or missles, or any other current turrets that are available. This could make intercepting dropships much easier.

This will definitely introduce real aerial combat. This vehicle can carry 2 other people, operating turrets. Its maneuverability is similar to the dropship, hovering is a feature of the quadcopter of course.

Do we look like we live back on earth 20,000+ years ago? Hell no. this is the future, man. Who needs quadcopters when we have human-sized drones with tentacles and lazors used to tear through the hull of a destroyer?

How would a quadcopter function in the environment of a plasma planet, how about that of a gas giant. Since CCP intends us to eventually be operating on every planet in EvE all the vehicles need to be versatile enough to operate in extreme climates. I don't think a quadcopter is up the the rigors of the task at hand.

It could be the design of the Minmatar dropship, but then again I don't think duct tape and rotor blades are a good combo...

Not sure if everyone here is trolling along with OP but the description of his suggestion is almost an exact match of an Assault Dropship. I'm really gonna be the only one to notice? lol?

Actually, we shouldv had those, but CCP decided that was back-burner material, so we don't.
 Bring on the quadcopters?
