A very stupid guy indeed since there's a cooldown on revive points so he wasn't earning WP for most of those revives. Also there's almost zero mechanical reason to refuse a revive, KDR is meaningless and fittings/clones are only lost when you fully bleed out.
That being said it does sound like you ran across a Merc who needs to improve on his game play (and was also getting lucky because the injectors only work on the first try about 1/3 of the time )

Even as a logi being able to maintain a kdr over 1.0 means you don't die a lot especially if your a dedicated logi. Until they fix this revive death issue with injectors though it really is meaningless as each death can be counted as 3-5 if you get an idiot wp farmer. KDR as a stat is meaningless because it is too vague to provide any valid information regarding its more pertinent subcategories.
If it were KCR (Kill per Clone loss Ratio) Or KIR (Kill per ISK loss Ratio) <-- Even better here would be IIR (ISK destroyed per ISK lost Ratio, which may or may not relate directly to kills or deaths). Even better would be WPDR (War Points per Death Ratio) <-- This one would include kills and assists easily but would also include all the other actions that can be taken giving a proper view of support, AV, etc in combat rather than only who lands that final shot. Which brings up another point, "kills" aren't accounting for damage done only final blow leaving "assists" out in the cold even if they account for 90% of the damage done to the hostile Merc.
So while KDR is absolutely a ratio it does a poor job representing either kills or deaths in a meaningful or contextual way, leaving it at a 1 out of 3 would not buy again standing.
As a way of meaningfully representing what happens on the battlefield or providing a proper and actionable context KDR is terribad and it should feel bad.

You have every reason to refuse a revive if you know you'll likely be obliterated upon standing up. Dying multiple times in a row because someone keeps picking you up in the middle of a firefight/in front of a sniper postpones your return to the battle field, causing you to be a useless burden to your teammates.
Define "useless burden" in battlefield terms.
Example 1: Merc is downed, merc insta bleeds, doing this every time as standard practice and at the end of the match is 15-2
Example 2: Merc is downed, waits for revive and sticks with his squad but also takes some extra "deaths" as part of this. At the end of match merc is 15-12 but has not lost a single clone or fitting and has maintained squad cohesion.
Merc #2 is more valuable to his squad and team by virtually every conceivable metric.
Now to be fair there are times when re-spawning is going to be tactically more valuable, and there are roles such as sniper in over watch which do not give their best benefit by staying directly with the squad but on balance the point still stands. I am quite open however to hearing your counter point/alternate definition.
