My question was going to be "what is the exploit?". I really didn't want to know how it was done but simply what effect does it have.

I suggest you specify that you're talking about a glitch so that idiots will quit bashing you with there ignorance. They seem to be confusing the word "Exploit" with the word "clich+¬" and therefor feel you are complaining about melee being overused.

yes you can kill ppl with one hit (you do not need to spam).

A lot of ppl found me or I screwed the first hit and they turned around.
Maybe I am not the best person doing it but the point is ... if it would be overpowered than I would die less often ;)
And if you run into someone from the front you are faster toast than you can blink.
They need to fix the glitch were your knives do zero damage even at full charge and with both hits. This has not once happened to me while pistol whipping. If combined with this glitch then every weapon is now better then the knives at CQC... that's just not right .
