Per this post it's not looking like the SP rollover system is coming anytime soon:
The SP rollover system was talked about back in January when we voted for a SP system. In this post CCP said this about the SP rollover system:

In other words, this system was planned for Uprising. The above post is from January 23, which means they had three months to work on the SP rollover system, if they wanted to get it implemented for Uprising. If they couldn't do that, I would've imagined it would be implemented within a short time afterwards (Uprising 1.1 or 1.2). This did not happen, as I'm sure you're well aware of.
Now, I get that CCP don't want to implement this system as they only know how to sell boosters, and with this system people would just save up their SP and grind it all out within a week or a few weeks, only using a minimum of boosters, and thus CCP not making as much money as they currently do without the SP rollover system.
New players having to grind for months to be competitive, SP gains being terrible low and no way to reallocate any of your SP are some of the problems with the current SP system. Is CCP so focused on having people to buy boosters and grind SP that they don't want to implement better SP systems or an entire rewrite of the SP system? |

This isn't really about the SP rollover system specifically, but more about CCP not wanting to do something that could potentially result in less booster sales, even though the changes are needed. There's other things that are just as important as the rollover system in my opinion.
New players should have more starting SP, and possibly have a further amount of SP uncapped.
SP gains should be increased. The 190.200 SP cap can stay, as I don't really think that is a problem in itself, but we should hit the cap faster than we do.
The 1k maximum after the cap should be removed, and you should get at least 1 SP for 1 WP with no maximum.
A way to reallocate your SP once in a while.
And finally the rollover system, so you don't have to cap out each week, but if you don't cap out you will not get the SP you otherwise would have gotten after hitting the cap that week.
That's the things I think should be changed with the current SP system. There's also other suggestions on the forums about removing SP altogether (or similar suggestions), which I also support.
Of course CCP won't do anything, since they don't want to do something that could result in less booster sales. |

Edit: It's even something that would help new players more than veterans, as has been said before, since veterans don't get better with more SP, just more versatile. |

It's an old debate, but I think it's time that CCP start to make this game for the people they intended to.
They could've made this game on the PC, but they went to a console to target an entirely different audience, and the game should cater to this audience. If current EVE players want to play the game they should be welcome to do so, but the game shouldn't be focused around those players.
Some things might work for one playerbase while being terrible for another playerbase, the current SP system being one of these things. It's clearly not meant for the audience they intended this game for.
In my opinion this is where the game went wrong. CCP went to the console to target a different audience, but ended up making the game focused around the audience they already have on the PC with EVE. |

Why would a rollover system hurt booster sales? It'd be a piece of cake to implement a system that encouraged constantly running an active booster... Well, if you could get more than 1k SP per match after hitting the cap there would then be an incentive to hit the cap each week and gain that more SP each week, but since you can only get 1k per match it doesn't really matter.
Or they could just remove the cap and not even worry about the rollover system anymore. |
