They have yet to move to the next generation of tactical nukes. If you think this is the one thing that will win or draw a stalemate your wrong. Ever heard of a scram jet, this is the answer to any Nuke weapon. Again the US is currently 1 almost 2 generations ahead of any nation. Russia's technology is old and decrepit that is why there naval and air force has not been seen on a larger scale. They lack the funds and technology. The key to any great nation is a Deep water Navy, the US is the only nation at this time with such.
