The rest we could work on a little bit resolving, bare with me or bear with me. One or the other.
I have an older PS3 with a laptop 320GB 5400RPM hard drive replacing the tiny original. DUST since Uprising hammers my system harder than any other game. Fans turn on faster, louder and longer than all my other games. But I have never experienced what you seem to be struggling with.
However, your problems seem more likely to be network connectivity issues. The synch issues have been ongoing but after Uprising seem pretty rare, to me anyway based on forum posts.
It might be worth trying, if you have the patience and I realize you might not currently, to test the following:
If you are WiFi try to switch to using a cable. If you are using ethernet cable change to a different actual cable. Double check the actual Firewall settings as well as any traffic priority settings.
WiFi Ethernet has several things you can do to solve some of its own collection of problems. At the very least you need to be aware of the following:
Older microwaves and slightly older WiFi modems are a bad combination. Heavy WiFi usage will leave somebody unhappy, so try to update the game when all other traffic is low or, better yet, gone. This includes NetFlix traffic to tablets, phones, computers and other game consoles. I shut Steam and any other service that might send large amounts of data either way while access either game console. Or my dedicated gaming PC for that matter.
Regardless of WiFi or wired double check with your internet provider and verify that their modem is functioning correctly. They will not check it without a request, so if it causing problems they will not do anything about it without You asking. Just they way that type of business operates. I had a squad mate that ranted for months and his provider finally came out and replaced the actual cable to his house. That solved his problems so you might have to push them a bit to get a complete answer/solution.
Check the settings for any WiFi or Firewall router/modem between your PS3 and the internet. There are some postings in the Technical Support/Bugs that should give you all the ports that need to be open/available.
If you reply to this post I can see what else we can help with. The DUST forums have a reasonable collection of users that have solved many problems with getting DUST to run consistently.
Once the network issues are solved then we can try to address anything remaining. Controllers have their own set of issues but the network seems to be the highest level of concern with your situation.
