This would make an PROTO Amarr Scout have the same slot layout as the STD Caldari Assault... except it'll be as fast as the Minmatar Assault and have fewer hp than either. This may just be a matter of scouts sucking in general, but... ouch.
The general rule with Amarr suits is "Slightly more HP for a speed hit and fewer slots". Unfortunately, the HP trade-off for a slot is always much less than you'd get out of using a module in a slot, and the speed hit is becoming anachronistic next to the new armor changes compared to the hp you get.
You end up with the worst of both worlds: A slow scout that can't tank, and lacks any particular capability to be customized. |

You end up with the worst of both worlds: A slow scout that can't tank, and lacks any particular capability to be customized. You completely forgot that you have the most fitting room out of all the other racials. You can essentially fit one more complex.
With 4 module slots, they don't even need the extra fitting. They could go all complex with the same fitting stats as the others. If they had the same slot count, but were slower.... that might matter. |

Just to put a finer point on it, this is why these stats are horrible:
Amarr Scout Ak.0 70 PG 300 CPU 110 Shields 110 Armor High Slots 2 Low Slots 2 40 hp/s shield regen. 5.3 movement speed 7.4 run speed 250 stamina 20 /s stamina regen.
That's suggested for an Amarr Scout, and it's fitting with what seems to be trends for Amarr (slower, more hp, fewer slots). This might be a bit broken already though.
Compare that to a Minmatar Assault:
Mk.0 Assault 64 PG 320 CPU 150 Shields 135 Armor High Slots 5 Low Slots 2 18 hp/s shield regen. 5.3 movement speed 7.4 run speed 175 stamina 15 /s stamina regen.
So, from those "projected" stats, a Minmatar assault would have the same movement speed as the Amarr Scout, but have 3 more high slots and 65 more ehp.
Some of the issue here is that the "Amarr model" of less slots & speed for marginal hp isn't very good. Some of the rest of it is that scouts need to be looked at, and slow scout isn't particularly practical.
