The Amarr logibro. This is because it can equip 3 damage mods at ADV level while armor tanking with just 1 armor repairer. It also has a sidearm which can become useful when the enemy is at an elevated place, something the Mass Driver is weak at. At proto it can have 3 damage mods, 3 armor plates and 1 armor repairer.
The Mass Driver is always in need of ammo so the logistics suit is the best for carrying the obligatory nanohives and other equipment you'd like to use. In my case I love the nanite injector so I said logibro is best for this.
In second place comes the Minmatar logistics. At first I thought this has to be the one. It can equip 4 armor plates, no need of a repairer, 3 damage mods and 1 additional high module (I would equip a recharger/energizer or a precision enhancer). But then I thought that it doesn't have a sidearm and I might need it in some situations. The SMG is the best companion for the Mass Driver imo.
Third place comes Gallente logibro because it can only equip 3 damage mods at proto. Sure it can armor tank better than the 2 above but being useful only at proto level is a big -1. The thing about the Mass Driver is to stack damage mods because it has high base damage.
Feel free to argue and tell me which one is the best in your opinion.

Agreed, this suit was the first that came to mind. 3 damage mods at STD is awesome. I like to stack 3 because the third 1 still gets more than half effectiveness, which isn't too bad. But survivability will be low since it only has 2 low slots at ADV level and still 2 at proto. Can equip 2 shield extenders but HP will still be low. It's more like a glass cannon.
