EDIT: I made some changes to the Gallente and Amarr heavies to make them more balanced. Gallente was OP and Amarr didn't have enough armor. I also changed the Amarr heavies weapon bonus to work with the 2 new weapons I'm proposing!
Heavy Pulse Cannon!
The Heavy Pulse Cannon has two variants (close range).
CZX-9 Heavy Modulated Pulse Cannon
Very brief charge, then fires lasers in a fairly tight cone spread. Similar to Assault HMG but with a bit more range, bit less damage (slower ROF, bit higher damage per shot). Large clip. Slow reload. Moderate heat build up. Overheating is deadly.
SIN-7 Breach Pulse Cannon
Very brief charge. Charge can be held while correcting aim but heat will build up quickly while holding. Fires a single high damage laser pulse, no splash. Medium clip. Slow reload. HMG range. Overheating is deadly.
Heavy Beam Projector!
The Heavy Beam Projector has two variants (long range).
PWN-38 Heavy Maser Beam Projector
Fairly long charge time, then projects a constant beam that has somewhat less range than a forge gun. Fairly high damage, high accuracy. Damage increases as heat builds up. No splash. Large clip. Slow reload. Moderate heat build up. Overheating is deadly.
ZAX-88 Assault Beam Projector
Moderate charge time. Charge can be held while correcting aim but heat will build up quickly while holding. Projects a brief, high damage constant beam with high accuracy at forge gun range. Medium clip. Moderate reload. No splash. Overheating is dangerous.

5% reduction to heavy beam projector charge time per level
