Well, it had to happen didn't it. So many restarts to reset due to incompatibility of changed statistics(kills, suits used or if you upgrade your skills or just restock items) and then there are the hard reboots where it just freezes due to whatev...

One specific skill that comes up as "This skill is not available on the market" is electronic upgrades. Restarting the game or restarting the PS# does not fix this.
