Possibly related to player list load issues (client not getting player lists right, which blocks deployment, chat etc.) The more high player number chats you have open, the more it feels to freeze.

Hit is detected clientside definitely. Serverside, perhaps not? Server might do a faulty double heck claiming "you can't hit that from there".
