do you have your weapon skills maxed? if you are using a weapon like say, an smg and you do not have smg proficiency to 5 then your bullets probably are not hitting them. these weapons have recoil and there are skills to make them hit better.

are damage mods working? the suits never shown an increase in the damage modifier. i thought this would have been fixed by now. i have actually never used them because i couldn't tell if they were working or not.
