If you have director keys, the eve corp memberlist call will give you dust merc names and IDs but you cannot further lookup the merc, without going a little grey area and page scraping other things.

Was chatter of some sort of webbing type weapon back in the day. Miasma Grenades? or something along those lines. Let you get tackle on a vehicle, slow him right down or stop him cold.
