I think that CCP should make a sidearm variant of the shotgun. Double barrel, sawed off, over and under, with no ability to ADS. Instead, the ADS button would be replaced with a secondary fire button which would give you control of firing both bar...

No it's not, you would be much better off going for prototype swarms. They do more damaged to shields than the proto plasma cannon (which is not how it should be but... *shrugs*). Also, swarms are even better against armor.
