I think this wasn't the case with armor plates before 1.4? Basic ones gave more armor than militia. Also, I think the CPU/PG usage is the same also now. Or is it?

After the 1.4. update I have noticed increase in militia weapons in kill-feed grow greatly. Some kind of tweaks should be done, but IMO not as drastically as 20/10% reduction to everything you stated.
