Rattati said a long while ago that portals require a dev to go in and place them into the map build and those kinds of asset reorganizations require a client-side patch.

As far as I know, changing portal placement requires a client-side patch which would go through sony QA. I have no idea about the state of warlords 1.3. Unless, CCP seeded a few portal variations already into the 1.3 special contracts tab, we won'...
