Passive scan is good. To OP .. shotgun should kill you in 1-3 (3for brick tanked badly) because its freaking shotgun with range of your arm lenght. I dont use them and havent been killed yet by them, because spotted shotty is dead shotty.

Cloaks are superior. They not only gives free -25% to scan profile, but also gives you ability to sneak behind enemies and flank them. (Also sneak, decloak and make them run towards you, cloak and put remotes to where they come from...wait for it....
