Armour tank speed should not be nerfed. Shield tank speed should be buffed, but in the end, armour tanks will be slower because almost every fit has at least one plate.

No, your merc quarters is based on the race you choose. Minmatar, Amarr, Caldari or Gallente. There is no way to join Red and Silver Hand as far as I know, because they're an NPC corp made by CCP.

A handheld Plasma Cannon that requires a charge up and fires a huge ball of plasma does less damage than an AV Nade that can be carried in a bag/belt, can be thrown in an instant, and is much quicker. Makes sense I guess.

The Burst gets let down by hit detection so much, the same goes for the TAC and Breach. I've never been in a situation too, where I went "Damn, I wish I had a Burst instead of this full auto" Anything the Burst can do the full auto can do better.
