You CAN fire into the enemies redline. You can even go into it for a short time... Switch fittings if you don't have the range. Tbh there's a few posts on this already with some good ideas for and against. Give 'em a look.

Pretty sure it's just radar. Snipers can hit people across the map. That doesn't depend on radar. Just line of sight and appropriate skills. EDIT: I forgot to put a +1... <~~~ there it is.
