They just need to change explosive damage multipliers versus shields and armor... BAM its fixed without changing anything else about the weapon. I'd say 85/115 would seem to be about right. Also standard and breach should have their splash damage ...

Ive always found the best counter to a mass driver user is my own mass driver, seems to kill all but the ones in the black suits... Also when I run my GEK suit airburst M1's seem to do the trick too. OP is just mad and or bad.
