Pretty sure the only way to make an attack using *only* CP is if you don't already own a district. Indeed, once you own a district it costs you isk also. However you just got rid of your districts to an alt corp.

Possible reasons: To cover the poorly placed spawn points because moving those back would have been too hard. People already dislike this map, lets just make sure. Snipers didn't have enough redline to hide in?
