Well... This is a sandbox. There will be empires, isn't that the point? Even Goonswarm wont last forever. They might last a long time, but nothing is forever.

I think there is a third group, the one that works together. It isn't all or nothing. For instance, in ROFL, DUST and Eve corps have equal footing and work towards the same mutual goals. It doesn'r have to be that black and white as you suggest.
