Yes, they are working as intended, I verified on a test character. All subsystems upgraded to level 8, the produced and stored maximum climbing up as they should. Claimed 18 experimental weapons from the level 8 Experimental Laboratory for example.

The current maximum Warbarge level is 8, ever since Warlords 1.2: * Maximum Warbarge level is now 8. As such, technically any subsystem could be upgraded till level 8.
