Lately I've been having a problem where I'd be aiming at a completely still enemy, crouched so that my aim is also unwavering (I'll even get my center 'dot' to turn orange indicating I'm aiming at an enemy)... yet when I fire, they do not get hit....

I have a weapon I can't use. The prerequisites are: -Sniper Rifle Efficiency Level I -Sniper Rifle Operation Level V How do you obtain these? Are they items you buy? Or something like 'service stars' as seen on Battlefield games?
