I wouldn't take my word for it or anything, it's just personal experience, but I don't believe they touched the ROF in the patch, just gave it a tiny little damage nerf and I believe upped the recoil a tad as well.

I'd say that's just an automatic response, you're spamming the trigger trying to hit something, but once you hit, you slow down a bit attempting to ensure all your bullets it and you get the kill.

Did they nerf the range on scouts entirely? I know the Gal scout's bonuses got hit hard, but I thought the range on all the scout suits was a base 30meters? It used to be 20meters, but then they got buffed to 30 later on.
