I have built the most disturbingly fast and strengthened suit in the game. It literally smashes any reminisce of roles in this game. It is the anti-scout.

I'm not sure I would be willing to run a protosuit with that low HP.
Particularly in Pubs. People love getting a protokill, so Having the EHP of my Standard Brick Fit, but costing like, 25 times as much MIGHT hurt my wallet.
But If you want to go around an play with fittings, and have fun instead of worrying about the cost of things, That looks like the ****!

Can melee damage be stacked with nova knives? I never bothered to find that out.
Throw knives on this fit and it might be a nice little scrapper.
Set your goals high, and shoot for the moon; even if you miss you'll land amongst the stars.

That's a pretty good fit, but try the following to make it even more better:
Swap 1x KinCat, and both plates for one of the following:
2x Complex Ferroscale + 1x Complex Reactive -OR- 3x Complex Ferroscale
Either option will, much to my surprise, give more armor, more speed, and in the case of the dual ferro+reactive option, also give more reps.
Not only that, but you save a buttload of grid that allows you to sub in proto grenades, a proto sidearm, and even fit a proto nanohive (!).
All while having superior armor, comparable-to-superior speed, and with room to even upgrade to the much-feared Viziam Scrambler Rifle.

Someone who is good at the game thinks I have made a good suggestion about fitting? Egad!
Seriously though, I think this is the first time I've ever had someone say "your fitting idea is good, and I will try it". That might, of course, usually be because I am generally telling someone "that is a shitfit, here are the ways I have made something far superior".
That said, I would definitely recommend the use of Ferroscale/Reactive plates over traditional ones- at this point the only reason I have Plates L5 is because I wanted Complex Ferros/Reactives, and I never use any traditional plate above STD- the HP gain is nice and all, but the speed penalties just become far too high.
I do have to ask, though, why the Assault ScR? Do you find it works well for you? Generally I find it only really works on enemies that are moving in predictable manner- or not at all- and are either thinly tanked or only shield tanked. It's probably the only thing I really dislike about the APEX Seraph Logi- that AScR bugs me, and I'd much prefer a regular ScR.
Incidentally, I am curious as to your preference for two laser damage weapons? Why no armor damage secondary? Is it just that you prefer the Scrambler Pistol that much over other options? Again, I'm merely curious at this point- my own preference is to run opposing damage profiles on my light/sidearm weapons, unless I'm rolling AV.

The reason I ran regular armor plates over ferroscale was that I lost only one point of Speed for more than a hundred points of armor, but in my haste to make this fit I didn't experiment with the reactive plates as I should have.
I use the ASCR because it is essentially a more precise AR with less dispersion in ADS and in hipfire. The visual recoil might be obnoxious, but that recoil is purely visual and doesnt reflect the true recoil pattern of the rifle. I chose the Assault Scrambler Pistol because it allows me to use my trigger finger to devastating effect.
I use two Laser based weapons because I love the Scrambler Pistol and its ability to completely destroy any suit no matter how tanked with either armor and/or shields.

By using 2x kincats and 3x reactives I was able to get better results on a Galassault.

I like your anti-scout there, but that's an amarr assault borrowing a minja tactic: you take 3 complex myofibs and 3 complex kincats, maybe a cloak and idk a thukker or remote, and uh... Guns? What are those for? Eh give it a knife and a smg and there you have a minja. Said minja boxes better and runs faster than your amarr assault. And ferroscale??? That's a little rusty, I thought theempire liked their armor shiny and freshly polished with the blood and sweat of my enslaved brethren |

This is meant as a suit that is both as fast as a scout, as versatile as an Assault, as tanked as a commando and as devastating as a sentinel.
Just imagine Darth Vader snacking down everything in his path using the force to dash across the battlefield despite his armor.
