It's "armor tanked" because there's nothing to put in the low slots and I can fit it. I have an amp and a shield hardener with lots of spare CPU and PG, what do you expect me to put in the lows? I like to wait until yours is down. And you need to reload. And then you try to run away... 
There is nothing more exhilarating than TvT with a permahardened Gunnlogi.

Yes, but you see, the Particle Cannon can oneshot any infantry suit in the game, regardless of frame size.
And it's entertaining to see fat people cry.
EDIT with respect to your EDIT - I have a recollection that you were boasting on the forums somewhere about how you were rocking a Particle Cannon with not one, not two, but THREE damage mods!
