I've always been a supporter of a slow and steady skill reallocation system, that gives everyone 1 buyback point per week of active play (hitting your login bonus each day and completing 5 full matches per day). That buyback point can be saved for as long as you like, and they stack. When selecting any skill that you have ranks in, another option will be present that says "Buyback". Clicking on that brings you to the buyback interface, which allows you to spend buyback points equal to or less than the total amount of SP in said skill.
Let's say you have a skill leveled to 5, and you want to take 1 rank out of it. Instead of refunding the SP for going from rank 4 to 5, it gives you the SP for going from rank 0 to rank 1. Take another point out of that skill, and you gain the SP from 1-2, and so on. This means that you can only gain the full amount of invested SP by actually completely refunding that skill. This way, you couldn't just take something from 5 to 4, and then have a ton of SP to spend on smaller things.
Once spent, buyback tokens are gone, and will refill at the rate of one per active week of gameplay |

I know some people hate CCP's method of being stuck with what you chose, but it would murder specialization and really break any type of data collection if people could respec. Even if its on a short term basis, in the limited fashion as you described.
If players all of a sudden feel a certain weapon is "OP" (even when it isn't) everyone will just respec into that, and gathering data on whether it is ACTUALLY OP will be much more difficult for the balance team.
Now, does it suck if CCP nerfs a weapon you used to like? Absolutely, but you can always earn more skillpoints and train into something else. The skills you invested in the newly balanced (not necessarily under-powered) weapon aren't wasted because you can always go back to using it at any time.
In addition, the hunger for gaining SP is a driving force for players to continue playing and earning SP. When it gets to the point where people can change their SP into different things every week, that drive is diminished.
If anything, respeccing should be coupled with a penalty. If a player REALLY feels screwed and is extremely bitter about their favorite weapon being nerfed (read: was OP and now its balanced) then any refund should be 50% of invested skillpoints in said skill. That way there are consequences to constantly respeccing. |
