Since this is a "released" game then the option for respec one's character should NOT be allowed. Think before you act and consider your choices in a more long term mindset.

And who would want to put time/money into such a fickle game? The backlash could kill the game, or revive it at the cost of those that have helped get it to this point. Not that I think CCP would seriously consider another respec at this point. Not without some substantial game changes/improvements/new content to justify it. That said, something needs to be done to give newer players a chance to have a good time. The best thing I think would be cooperative PVE matches and an in-game guide/tutorial, just the way EVE has NPC missions to get players started off and acquainted with concepts.
