Stupid question I know but I am not massivley up on DUST/EVE lore, am I right in thinking the META level is the tech level of the gear or is there something I am missing? |

nothing more than showing you how good an item is compared to the others like it.
i.e. a meta level 5 scrambler pistol will be better theoretically than a meta level 3 scrambler pistol. |

Its a worthless stat. All it really tells you is how rare/expensive it is. Milita/basic stuff meta 0/1. Officer weapons meta 10. |

Also, if you kill someone that has thing with a high meta level and you have a low one, youll get more isk while they will get less if they kill you. |

im not sure that is very accurate. i dont think meta level has any direct effect on how much isk you make and it certainly doesnt make you earn less because someone else had worse gear then you.
basically, the more expensive the stuff is that you break, the more money you make. thats it. |
