At current, shields are obviously the better choice over Armor. Armor has drawbacks, Shields have none (no, Flux Grenades don't count as a drawback).
I would like to propose that Shield mods give a penalty to Sig Profile, increasing it.
Basic Shield Mod == Sig Profile Increase of 15% Enhanced Shield Mod == Sig Profile Increase of 20% Prototype Shield Mod == Sig Profile Increase of 25%
This would provide a drawback to stacking nothing but shield mods in the highs. If each mod fitted each increased your Sig Profile, stacking nothing but Shield Mods would make you plainly visible to all of the reddots no matter their range from you.
This would lend some balance to the Armor v Shield tanking for infantry. Either you go with Armor and can be slow and sneaky or you go with Shields and can be fast though stick out like a sore thumb to all on the map.

Flame me, curse me, do whatever you want, but I believe that shield extenders should increase your hitbox by minute amounts. Not too much where you can clearly not aim at someone and still hit them, but not too little where the drawback isn't big enough.
I'm here coming with 2.5 years of EVE experience, and it's basic knowledge that adding shield extenders increases your signature radius. So how does signature radius affect things?
First of all, the larger the signature radius, the easier it is to lock onto that ship. In Dust, this would make players more detectable.
And second, missiles and turrets in EVE have bigger chances of hitting ships with a higher signature radius. The only way that this can apply to Dust is to slightly increase the hitboxes of players. But again, these changes will actually be smaller than what a shield ship in EVE can experience. I've managed to increase my signature radius twofold, but increasing a person's hitbox twofold will be gamebreaking. |

IDK, I think that is a good point, but the FPS monkeys would cry bloody murder over not being able to stack health without making themselves a bigger target.
Maybe if your Sig Profile gets high enough, you're AV lockable?
Maybe that is why AV stuff works the way it does, their Sig Profile is high enough to be locked onto.

That's a valid concern, but I really don't see why it would be a big deal. It's the same thing as armor plates after all. You either move 5% slower or you are a target 5% bigger. It all comes down to your preference: slower but a small target or fast but a larger target. |

Well I guess it's either nerf shields or buff armour.
Or the third option of reworking the whole thing, flattening tiers into variants, and making the game cooler.

Why don't we have more fun with the effects of Shields than "You're a bigger target"? We can make changes to shields that don't buff or nerf the module directly by making them more visually noticeable.
- What if shields had a larger "breaking" animation the more modules you stacked on them - a brighter flash and a louder noise? This would call more attention to the player without making his/her hitbox abnormally large
- What if filling all of your high slots with shield modules (or having your shields above some random value) gave your merc a 'shimmer' effect around his profile, as if the shields were so strong that they were becoming visible?
I'm in favor of changes outside of numbers or game mechanics, because that preserves the core of the game much better. |

I like the hitbox idea. Plates already make armor slow and easy to hit, so shields should increase your hitbox and make you easier to hit. |
