New fun "mine is bigger" pissing contest!
Since CCP seems unwilling to add true in-game ping indicators let's try an unscientific method for fun? Post results of your ping or traceroute for Tranquility @ the cluster in London. Blank out the 1st few hops' IP/names to keep the creepers from "knocking at your door".
From http://eve-offline.net/?server=tranquility I gather 87.237.38.200 is a close enough destination. All PCs/Macs and many smart phones can do these 2 commands:

Are you saying that FW & PC battles are not on Tranquility or just pointing out that instant battles are on regional servers?
You took the time to post this server info, thank you. Could you get someone @CCP to respond to opinions that Dust 514 needs in game ping stats for all participants like PC FPS' have?

Tranquility only receives stats and results from the battle servers, even in PC. The game chooses a server depending on best location forthe majority of players involved, that only applies to pub/FW matches though. To my knowledge, PC matches have pre-determined battleservers but dont quote me on that. |

US: 30 EU: 140 Asia and Oceania: 350
Why can't I send information to the other side of the planet faster than 1/3rd of a second? Am I still living in the stone ages here? |

That seems about right, looks like you're approaching speed c for the distance. Do a Traceroute and see how many hops. |

OK, I stand corrected, that differs from what I gathered reading about CCP's approach using a centralize cluster in London. So divide the original issue from how well connected to London are you into moving target of how well to one of four regional central battle servers co-loc'd with Hyperina. So on one hand there's a chance at optimal server routes to players in a match, on the other hand clients with unusable pings could still be numerous & are not being culled from matches.
So plugging those IP's into traceroute yields:
US: 66ms/12hops EU: 180ms/18hops AS: 230ms/15hops AU: 197ms/16hops
Numbers pretty well ensure Asia (Singapore I assume) is a no-go while EU & AU are marginally usable. Ping is slightly better to Tranquility cluster than the EU Hyperina co-loc.
It's not simply distance it's transitioning the inter-connected collection of networks & peering points we call the Internet at "best effort".

EU: 5 packets transmitted, 5 received, 0% packet loss, time 3996ms rtt min/avg/max/mdev = 28.733/29.363/30.169/0.577 ms
US: 5 packets transmitted, 5 received, 0% packet loss, time 4001ms rtt min/avg/max/mdev = 123.452/125.154/128.442/1.841 ms
Asia: 5 packets transmitted, 5 received, 0% packet loss, time 4000ms rtt min/avg/max/mdev = 368.671/372.430/381.868/4.827 ms
Australia/Oceania: 5 packets transmitted, 5 received, 0% packet loss, time 4006ms rtt min/avg/max/mdev = 313.196/314.396/314.936/0.966 ms
Clearly EU is best for me, but I play with my Oz buddies on Oceania and Asia mostly. I get "some" lag, but the most lag I see is on the US servers, which doesn't correspond to my ping stats, could be server/network load? |

Europe: Minimum = 97ms, Maximum = 101ms, Average = 98ms. 17 hops. US: Minimum = 56ms, Maximum = 76ms, Average = 61ms. 17 hops. Asia: Minimum = 268ms, Maximum = 290ms, Average = 281ms. 14 hops. Oceania: Minimum = 229ms, Maximum = 230ms, Average = 229ms. 14 hops.
