Not sure if I understand how this works. Let's take an armor module for example. If I was to get Armor Plating to lvl 5 and get the complex armor plates, is it 10% better? Meaning it isn't at 115 hp but really 127 (rounding up)? Or does efficacy mean it uses less pg/cpu? |

Your first idea is correct- 10% more HP. |

Efficacy is a word most people have never even heard, it means in simplest terms: "the effect or effectiveness of a thing"
Thus, if you have say a 50 shield extender module (simple flat numbers, so tired of these things and being spot on all the time), and a skill says it gives you +10% shield module efficacy, that means your module will get 110% efficacy or 55 actual shield output.
It has nothing to do with "effectiveness" but again, "efficacy" is not a word that's likely to pop up in casual conversation for most people. |

Cause it's sounds too close to 'deficacy', a cross between 'defecate' and 'delicacy'... and nobody wants to think about that 
But on topic: yes, 10% efficacy of a shield extender that gives 50 shields will be 50 * 1.1 = 55
