Population numbers are in a steady decline ever since it launched (as you can see on eve-offline.net). They just seem unable to get anything right. It's a pretty big deal though. Unlike in EVE they now can't boast anymore about how they raised the player numbers constantly, every year, for 10 years. If you're not marketing the game at all then yea this could happen, but then again - who in their right mind would market this turd? Vicious circle.

Still kind of boring... 1.3 so far has low prospects for me, I want to see a proper update which actually finishes off the content which they haven't yet introduced, and to make the game smoother and more playable..
