Make more counters to it!
A heavy laser weapon.
A explosive EMP Mass driver like weapon.
A SMG like laser, or plasma weapon.
increase the sand box, create more counters to certain tanks to discourage players from going 100% armor, or 100% shields.
I know that EVE common sense dictates that going 100% in one type of tank is the most efficient way to survive. But this isn't EVE!

Like I said 2 players or even the commando using the REGULAR and the EMP version. |

It's not OP, just good synergy. |
