Tl;dr: Instead of a loot table, let players build their salvage into advanced, proto, and officer gear from basic items, item components and scraps.
Problem: 95% of the salvage that drops in battle is useless to the player that gets it because they haven't specialized into it, or it is too advanced for them. They cannot trade it, so it sits in their hold with no value.
Solution: Besides letting rare officer weapons drop. Make all gear 'degrade' into its basic (meta 0) item, and then [item] components and scraps.
Step 1) Everything that drops on the field turns into it's basic and standard counterpart and then generates some random [item] components and scraps.
So a Sentinal ak.0 suit -> Amarr Heavy ak.0 and 7 dropsuit components and 5 scraps. At the end of a match, you'd get a stack of a few basic items, a bunch of components, and a ton of scraps. After assembly, you could then use about 90% of your loot, albeit with less efficiency depending on assembly skill level.
Other components would include vehicle components, module components, weapon components, and equipment components.
Step 2) Then let players 'modify/craft' their own specialized ADV and PROTO gear using these components and scraps.
Example: To turn that Amarr Heavy ak.0 back into its corresponding sentinal suit, a player would have to spend 10 dropsuit components and 25 scraps. Additionally, the basic suit could alternatively be disassembled into less efficient amounts of components and scraps. Assembly always requires more parts than disassembly or looting would give from destruction.
This effectively lets you degrade the value of things lost in combat while letting the 'wealth' of it become more transferable without needing trade.
Eventually components could be racialized once you get trade. Explosive weapons would need minmatar weapon components. Amarr dropsuits would need Amarr weapon components.
Dropsuit/Module/Vehicle/Weapon Assembly could all be skills that increase the efficiency of assembly and disassembly costs.
Step 3) PC installation could let players in the corp assemble their goods with near 100% efficiency, while those without could only assemble at 75% efficiency with max skills. Additionally, PC installations would accumulate components and scraps over time. These could then be raided from victorious battles. |

I think this would make a PC a little more dynamic as well.
Then planetary installations could be raided from ambushes (OMS style) that would then let players attack at +/- 2 hours from their normal timer. There would be a few mechanics differences to normal PC, like no minimum clone loss.
For attackers to win they either:
a) Kill all defender's clones
or
b) Destroy/hack all installations dropped before timer ends (turrets, supply depots, CRUs)
For defenders to win they either:
a) kill all enemy clones
or
b) have at least 1 blue installation remaining at end of match
If the attacker is victorious, they both get the heaps of extra salvage (components and scraps), but they also neutralize the planetary effects of that district for the next day. No bonus to travel / clone production / clone hold amount.
If a Cargo hub is successfully attacked, the district cannot maintain the additional clones for that next cycle. The excess clones are autosold to genolution.
Maximum of 50 clones can attack for an ambush. Defender can use/lose as many as are on the planet.
This would probably result in a type of guerilla defense on behalf of defenders. Protecting installations with logi-lavs with an extremely different playstyle than PC matches. Attackers would likely be bombardment style teams with forgeguns, swarm launchers, and tanks with some stealth hackers/shotgunners.
Defenders would be similar AV defense with more snipers. |

This is actually a really good idea. It also contributes quite a lot to the RPG aspect of the game. |

I agree. We should be given loot based on what we prefer. You have no idea how many heavy and logi suits I have that are absolutely useless to me. |

Not to mention, vehicle players have it about the worst right now in terms of salvage. |
