In a complete departure from all the other threads with this title, I'll put forward the following.

The fact that your Dev build always looks better than your release build is pretty common knowledge, given you can set your Dev build up to run on a $3000+ dollar machine, but you don't want your players to have to spend that much.
However, consider that Blacklight: Retribution, for instances, has been confirmed for the PS4, but there has been no mention from them on plans to immediately upgrade to Unreal Engine 4.
Why not release an Unreal 3 client of Dust with all the textures and effects un-capped for the PS4?
With their current rapid-release schedule, and how they already said they have plans for aiming fixes and more framerate improvements set up for 1.3, as well as new content (I'm betting the Combat Rifle), I think the game will be in a much better place by the end of this year.
For the first expansion, release the no-holds-barred UE3 version of Dust on the new console. Your game is now on the "hot new platfrom", and that gives you more time to work on a UE4 version to release at a later date.

Porting Blacklight should be easier as you go from one x86 platform to another. The engine is also probably modified to allow for the high graphical fidelity. So, while it is possible to get some nice results from just lifting the resolution cap and using less compressed textures, it will still probably be a large amount of work for all the current PS3 optimizations alone. |

The only thing that would be better than that would be a surprise announcement from Sony of a $500 PS4 with an SSD, emulation software for PS1 and PS2 games, and a USB memory card adapter.
If they did that, I'd skip the PS3 entirely and go straight to the new one. |
