3 million skill points could be enough. my suit is this Minmatar Logistic M/1, 3x Complex Shield Extenders, 1x Basic Armor Plate, 2x Enhanced Cardiac Regulators, M1 Grenades, Nanite Injector, K2 Nanohive, Quantum Uplinks, Gek-38 Assault Rifle. 44k ISK.

GEK-38 with maxed core skills, and most likely Damage multipliers Modules ? and it also looks like he have a Proto suit ...

Why isn't the Assault Scrambler Rifle hated?
It has pratically the same stats, only fires slower but does more damage.

Look, the reason why the AR is the most used weapon is because it's the starter weapon, most stay with it because it's easy to wrap their heads around it. (Most similar weapon to what you will find in other shooters)
