So now that I'm not as mad as I was earlier I will explain, in detail, how the new modules are useless, and do nothing to help the Shield vs Armor debate.
Stats of all armor modules
Ferroscale
Basic Ferroscale 15 HP 0% Penalty 15 CPU 2 PG
Enhanced Ferroscale 40 HP 0% Penalty 27 CPU 7 PG
Complex Ferroscale 60 HP 0% Penalty 39 CPU 14 PG
Reactive
Basic Reactive 15 HP 1 HP/s 1% Penalty 10 CPU 4 PG
Enhanced Reactive 25 HP 1 HP/s 2% Penalty 24 CPU 9 PG
Complex Reactive 40 HP 2 HP/s 4% Penalty 36 CPU 16 PG
Armor plates
Basic 65 HP 3% Penalty 10 CPU 1 PG
Enhanced 87 HP 6% penalty 20 CPU 6 PG
Complex 115 HP 10% Penalty 30 CPU 12 PG
Armor repairer
Basic 2 HP/s 20 CPU 1 PG
Enhanced 3 HP/s 35 CPU 5 PG

I think they are going to be useful instead of using an armour rep that gives you just 2 HP/Sec you can also get armour with it and having armour that doesn't effect speed can be great for Light users that have those slots because if your a light that uses Nanoknives or just want to have your light at max effeciency you would want that armour that doesn't effect how fast you may be able to run. So overall they are the opposite they are very effective! |

No they are great for assault or logistics or any1 that wants speed or combine health and repair I mean I have the plating and a 2HP repair thats a good combo plus I can have another repair module and get alot of repair so I mean it is still worth it like minimatar logi is fast get some of the no speed penalty armour and have shield and with the hp of logis in kick and you'll be fine |

These, while wont make a Spit of Difference on the Debate between those who aren't tight strapped of slots, or the Scouts, I bet those who are Strapped for Slots and those like the Speed are Happy.
As a Fix for this imbalance that everybody Says there is,
Give all the Plates the Same Movement Penalty. As you get More complex armor, the Design gets more complex letting you gain more defense while keeping the same speed.

That would Kind of remove the point of these new modules but one like that would be great like a V.2 of the one that has no movement penalty instead one that has a movement penalty but has more of a armour bonus then the one with no movement penalty |
