TL;DR:
It has a 22 meter long diameter, it slows down everybody and all projectiles by 75%. Affects last 4.5 seconds. 1 grenade. Can only be thrown 5 meters.
Long Version!:
Used primarily to attempt to 'out shoot' enemies. It affects both you and your enemies by, reducing the speed of time by 75%. Though teammates only by 55%. Throwing multiple grenades will not slow down time further.
Lore / pseudo-scientific BS (for those who care lol):
Grenade shoots out thousands of macro-molecular generators that fuse together anti matter molecules. The priming of the grenade, causes anti-matter to be formed, making the grenade instantly to heavy to throw far. Grenade is not set to explode until it lands on a hard surface.Threw this fusion, miniature black holes are created that grow and 'burst' almost instantaneously, before the surrounding matter is able to go beyond the event horizon. When the black holes 'burst', they cause time and space to bend. Normally, time would completely stop for the entirety of the macro generators explosions. Though, they all explode at individual moments; leaving time increments in between their 'bursts'.

As Sig mentioned, what you are describing is called a Stasis Web. It doesn't slow down time at all though. What it does is the equivalent of forcing your enemy to slam on the air brakes by applying opposite force that is equal to the percentage of their speed. Think of an airliner coming in for a landing and as it touches down it opens up spoilers and reversers to slow it down further. That's how it works. |

There is a positive side to this effect though. The faster the target tries to go, the more force is applied against them and thus the slower they become. |

I like the idea of a grenade that emits a field that slows down the time of objects within said field, but your BS pseudo-science needs more work. |
