Make a chatroom that you both can be in. So even if you arent in corps or eve the same corps you can still find eachother. |

You could join a Player run Corp. You canGÇÖt join a different NPC corp.
You can, as Severance Pay says, both join a chat channel, and then one of you form a squad and invite the other one. You might also want to add your friend to your contacts list. |

In response to your earlier question: He cannot join your corp. You have to join another corp. I've tried to join a Starter Corp (To fill a Lore Role for my character... Don't mock me.), and it will not let you apply. So, he cannot join the Amarrian Templars with you. You must join his corp.
You can also get good enough and create a corp on your own. Only need around... What's it, 1,599,000 ISK? Not much. I'd be happy to pay for that, if you'd like. :D
EDIT: Oops. Saw that Fox Gaden DID answer your question. I'm a derp. Oh well. |

It cost 1.5 Mil to Start a Player Run corp, so you'll be running Militia For a While Until you have enough to Start a Corp. Worth Noting, as it is the Major Barrier to me Starting my own corp in Chrome, which I still have yet to do. |
