SMG requires you to be in optimal shotgun distance (aka in your face) and requires you to keep your crosshair on them for maximum bullet sponge potential
FLP just shoot at their feet as fast as you can and they're dead.

Also, lets hold off on the 'Flaylock OP' discussion until it can reliably get direct hits. I agree that the floor shooting is stupid and annoying, but when the missiles fly straight through stationary heavies half the time, it's hard to fault people for using what works. If anything, the Core needs higher fitting requirements; I think I'm the only sidearm specialist who even bothers with the ADV Flaylock tier.
