Yes you could/can fully upgrade all skill trees. However, it will take a long time.
Seeing that your new to the game, personally I suggest allocating mostly to Assault Rifles and Medium Dropsuits. As these two items are the most diverse within the game and be fitted for the average FPS or new player.

You can get some Dropships with mounted weapons for the pilots, but these are expensive is both ISK and Skill Points. The main firepower is from the weapons mounted within the bay doors, that are used by passengers. So I really suggest you have friends or a reliable Squad if you wish to become a pilot.

As I've said above, I'd suggest a decent Assault Kit and use that to earn Skill Points for a Sniper/Scout/Recon Kit. However do not go over Operation Level III, unless you really want to.

Although this isn't exactly for just a change of mind, more so compensate the changes to items being nerfed. You could use this, however this is for a limited time and closes very soon.
That being said, the next major update I'm sure they'll be a similar thing if they nerf some of the other items.
As for being able to reset your skills at your leisure this is currently not an option, although should be suggested. Even if it costs a somewhat heavy amount of ISK or even Aurum. |

I can see what you mean. But when Nerfing a weapons, example the Laser Rifles those who put SP into should have it Respec'd. Maybe never again offer full Respecs, but at least refund it for the against items.
I understand the whole hate for the 'flavor of the month' as I too hate seeing all the Tact. AR's. However how about lose poor new players that put it all into Assault Rifles for the Tact. AR as they feel it's good. Then suddenly CCP go ahead the nerf it, which hopefully is soon, that poor player is at a total loss. |
