If the little corps wanna be involved with PC they should know who they can take on, and how much they can hold. a corp of 20 isn't going to be able to hold a lot of districts right now, which they shouldn't once they open up more regions, and eventually Null-sec I could see it being easier for smaller corps, but small corps should never be catered too. CCP doesn't do it in EVE, and they shouldn't do it here.

Instant battle academy is different from the "small corp PC" you suggested. IBA is for newer players to teach them how to play the game, while PC is for experienced corps who have been around for quite some time, and know the mechanics of the game. PC is supposed to affect New Eden; each district on each planet is supposed to be valuable, and have some sort of Impact on the Universe. Smaller/Newer corps can get involved in PC right now and possibly have some impact right now, but they need to understand the limits of what they can take, and who they can fight.

There are huge swaths of space in nullsec that are essentially empty, and the large empires control them simply for the sake of controlling them. A lot of people, myself included, think there needs to be some sort of system to make is so these empires are disinclined to own more space than they need, thus opening up nullsec to smaller alliances. Mind you, this is never going to mean that a twenty-person corp is going to control a system. That's just not realistic. But a corp of only a few hundred (as compared to the several thousand of HBC, TEST, and Goon) might have a shot.

If a small Corp wants a piece of New Eden, then they should work hard on forming or joining an Alliance so there are opportunities opened up for them. But an exclusive zone for small Corps would only mean that larger Corps would create "Alt Shard" Corps and take them, angering the genuine small Corps anyway. Aligning with other Corps is the way to go, or present an offer to a massive Alliance that will give you protection for your little piece of "Eden"

In my opinion some planets should give a lot less resources than others, in this way a big corp would not be interested (potentially is a loss of isk, 1 more district to defend, more players are involved) but a small corp can be interested.

This doesn't stop people who go for galactic domination from taking your districts. Or keeping small corps from using ringers.
