As of right now I feel owning Districts don't mean much. All you get is your corp's name shown up an if its attacked then you got to fight it, sometimes not knowing what you are walking into.
I think that corps that own districts should be able to go down onto district they own without having a PC battle pop up. Allowing members to drop in and out whenever they want. This would allow corp members to be able to be on the district at any given time. This could be used for events, training, testing, exploring the map whatever they want to use it for in that time.
Of course if a PC battle is up I think there should be a time when it gets 'locked' until it will be entered for PC, be it a day or an hour until the battle that it locks up. I don't think thought that the moment it's attacked that it should be locked given that it seems like a PC battle is always happening or about to happen when a slot is open to do so. This may just mellow out once it spreads to other systems.
I feel this takes one step towards the sandbox vision for Dust being able to use that space however the corp sees fit. It gives more reason for people to fight for their district, a feeling of true ownership, a feeling of fighting for a place that you truly are able to call your own because you can truly go there without it having to be a battle, unless of course it will always be a battle there, even when its all just corp members :P It all just depends on how it is used, and there should be plenty of options. Maybe not at the start, but down the line. |

This would really add more incentive to enter PC for DUST corps. Not to mention immersion boost for players... |

Definitely would help to better learn the layout of the map as well as offer the area for vehicle and tactics training. +1 |

This PC battles are technically no differrnt from instant battles. And instant battles are available 23/7. I can't see no reason why your request should be unfeasible. It would be just like instant battle loading same map over and over again. It could even have same game modes like in instant battles, plus "free-style" mode without MCC and teams.
I would insist on clone limit however being all the time present. And for it to be tied with clones reserves of the district. If you suicide or TK you deplete district clone reserves.
Without mechanism for controlling member acces to PC battles in place it could be risky. Imagine some saboteur entering "free-style" mode for district and using up all the clones by suiciding, prior to his proxy corp attacking the district. Ooops... |
