CCP already responded elsewhere that the reason it's a x5 skill is because it is so useful and it really is. Making it a lower multiplier would mean everyone would automatically get it and it would become pointless being optional. It's similar to how everyone used to get lvl 5 in weaponary - there's no point in having a skill that is basically mandatory. |
