Could they be released with default reinforcement times convenient to regions other than Europe?
This past batch gave European corporations a distinct advantage over countries in time zones where the battle times were inconvenient to those with jobs and other obligations, and left some corporations unable to defend their districts as they were not immediately able to set their reinforcement times.
I do not think that the European corporations would have been able to take so many districts and have them safe from attacking with out this advantage. They not only had the advantage of being to take districts from other regions with little resistance, but also are making amounts of isk beyond that of the majority of other regions corporations because of this.
At this time, many corporations are only able to afford PC because of the isk refunded at the start of the uprising update. How long will this cash flow last?
The difference in reinforcement times make the European corporations pretty much safe from many North/South American corporations attacking their districts leaving a much smaller pool of districts for non European districts to compete for.
This leaves PC very lopsided. Could something be done about the reinforcement times for the next batch of PC districts to create an initial balance?
Possibly change the initial timers to be inconvenient for European corporations by default for the next batch, and then leave the timers blank for subsequent releases of districts.

CCP take this scenario for example.
TheYellowBirds have a district on at 10 am in Europe.
TheRedDogs work at this time. The RedDogs decide to stay home for three days to fight at this time. TheRedDogs WIN the district, but they don't get a chance to change the district timer.
Guess what? They still have to fight on that 10 am turf, because TheYellowBirds attacked right away. TheRedDogs return to work, TheYellowBirds retake the district. TheRedDogs wasted their time an isk.
Give the winner of a district the chance to change the timer.
Right now PC is a timezone battle.

I would like to remind everyone that even in the EU most people were at work during the initial PC launch time, and that also means that a lot of the RTs are also during the EU working day too |
