Not sure where the thread you quoted from is, so I'll reply here.
NO, not unless you have the option to disable it, turn it off, or it simply disappears once your in a corp if you're not in a position that allows you to accept applications.
Think about how annoying it would be, continuosly flashing, because it would ALWAYS have a new post, most likely Spam sent by Sir Spamalot from the castle of Spam. |

Being new to Dust514 I found the recruitment spam annoying in local and started blocking the recruiters.
A dedicated channel for people would be an excellent idea. An open channel that people could connect to and leave as and when the wanted.
The only downside would be as soon as any person asked in the channel for a recruiter, they would be inundated with tens of messages.
Perhaps Corps recruitment could be added to the tutorial, but would link the list of corps who are recruiting. Bearing in mind that people on PS3 may not have access to a PC and the PS3 browser is not particularly nice to use. It would be nice to see an integrated web feature.
I might just add, if you join a squad and have a mic, soon enough they will find you.

I would like to see more tools such as squad finder, corp finder, and improvement to corp's effect on people being a bit more visible overall. |

I definitely agree with this especially the part about being able to see the effect like maybe a change to your ingame dorm
