Its exactly as the topic suggests.
The farther away targets are from the Scrambler Rifle the less damage it deals.
Let me repeat that, *clears thoat*...
The farther away targets are from the Scrambler Rifle, A SEMI-AUTOMATIC, CHARGEABLE WEAPON, THAT CAN OVERHEAT, the LESS DAMAGE IT DOES.
I'll be posting two threads about this, one in Technical Support behaving like this is a bug, and one in Feedback & Requests, behaving like this is intentional. |

It isn't a beam laser.... It's a pulse laser |

And the signifigance of this is.....? I'm not a Capsuleer (I'm assuming this has to do with weapons on ships) so I don't understand why that is significant, it's still a laser right? |

The "increased damage over range" is a unique feature of Laser Rifle (which is a Beam Laser weapon), not of all lasers in general. There is no reason to think that Pulse Lasers, such as Scrambler Rifle and Scrambler Pistol would posses this quality.
You don't complain that Scrambler Pistols (same weapon type as Scrambler Rifle) lose damage over distance.
