I more than likely missed the memo on this one, but after trying to have a mercenary group support the space above a district during PC, I discovered that to launch an orbital strike against the planet's surface, you need to be in the same corp as the Dust player.
What happened to the whole "mercenary" side of this game? Why are dust corps limited to hiring mercs to prevent orbitals, instead of hiring them to provide (not prevent) bombardments of the planet? I feel like this was a giant oversight, and should be corrected as soon as possible.
The eve mercs are in Molden Heath, they are active on the districts... now let them actually support the boots on the ground.
Just my two cents.

It's not as if there is anything physically preventing a destroyer pilot from shooting at the planet whenever he damn well pleases. Even if EVERY request for orbit is a universal broadcast - (friendly, enemies, neutrals...) - you should let the destroyer pilot decide who to shoot.
Hell, even in the trailer there is a capsuleer that betrays the dust merc by bombarding his little square of land instead of the requested target. THAT sort of thing would at least be interesting.

you forget that a lot of the ppl doing orbitals are doing it in a ship that cost 15mil max.
I however wouldn't accept any cal/Ammar ISK (well I would but no orbitals would come of it ) |

Going in for orbitals in anything more expensive than that is like saying "Hey guys, take my money, I didn't need it anywayz" |

and not everybody in Eve is as rich as some players make out.
My corp makes a decent income from FW but we have many rookie pilots that would jump at 50mil |

The current system is fine, and I really don't see how the "we're not mercs" argument works.
My Corporation is a combined group of both Dust and EVE mercenaries that work together, for example. |

I think it ties into complications between:
Who owns the district and thus who are the squad leaders?
If any ship in orbit could bombard the planet, how would the game know who they are bombarding for?
Let's sake corp A hires corp B to fight corp C. Corp A owns the district, corp C is invading the district. Corp B only cares about ISK.
Corp B gets pilots in orbit but since Corp A owns the district and C is attacking, they have no stake in the "sides" of the battle. Because, technically, corp C could have corp B people in their squad, or hell, even corp A members in their squad for crying out loud.
The entire ringer system makes this a tad confusing from a theoretical standpoint, so it makes some sense, for now, to keep OB's tied to one of the actual corps that are actually fighting.
Frankly, I agree that the whole OB mechanic needs an overhaul, including removal of WP requirement, but that's a discussion for another forum. |

Amusing, I was actually fighting your alliance yesterday - and I'm assuming we'll be seeing each other against for tonight's match as well. Anyway....
How would the game know who they are bombarding for? I don't think it would matter - currently OBs have friendly fire turned on (or so I'm told) so it really doesn't matter WHO he is firing for, just WHERE the eve pilot launches the strike. Show the even player a map of the field. Show who called the strike, who they work for, what they want to hit, and who they are fighting.
Of course that would need a little bit more communication and shared voice comms but hey, I can dream.
